Mod: OS Repair Module for Starbases

Description: A module for Military Starbases that increases repair rates for various things.

Notes:

• Applies to the following:
• ships stationed at or in area of effect of the starbase.
• the starbase and other starbases in area of effect of the starbase.
• shipyards in area of effect of the starbase.

Special Notes:

• This started out as my original mod based on a comment someone (Illuana?) made on Discord. After finishing my first version for my own use, I checked to see what Draver did in the version he first released as UP_GA_StarbaseRepairModule mod. I borrowed one thing he did better than I did. Later, I checked a later version of his mod and found a new thing he did. I used that to inspire me to make a better version of my mod, which does some things that Draver's doesn't.
